How the record is built
One reviewed JSON record drives every page, the free check, the kit and the watch. The record is read from the as made text of F2025L00414 and the Federal Register metadata, not from a summary.
The steps
- Read the source. The instrument is downloaded from the Federal Register of Legislation at the official URL and from the as made PDF. The register title record is read from the public API. The retrieval date is stored in the record.
- Split it into units. A unit is a provision that places a duty or sets a date. Each unit gets the exact citation, the binding party, the requirement in our own words, the intent, the practice, the evidence, the common gaps, the preparation steps, the dates, the cross-references and a source pointer on every field.
- Mark the silence. Where the text does not state a form, a period, a frequency or a decision-maker, the field says not stated in the text. The product does not invent a service level or a retention period.
- Check the overlap. Every authored line is tested against the source text for a repeated span of seven words, with titles and defined terms masked. Nothing ships until the test is clean.
- Render. The generator writes static HTML from the record. The check is a pure function over the same dates. The kit renders the same rows into PDF, CSV and XLSX. There is no second copy of the facts.
- Refresh. The refresh script downloads the official text, normalises it, compares it with the stored snapshot and fails loudly on any change. That diff is what the watch sends.
- Review. A public review checks every route, every material claim against the primary source, and the legal and privacy wording. The ledger records what was changed and what was accepted.

Limits
Where a clause is written in the passive voice, the binding party on a unit page is the party that must act in practice. The clause does not always name that party, and the page says so in the binding line.
The record is a reading. A court, the TGA or a lawyer may read a provision differently. The check does not classify a device or decide reportability. The possible future repeal on 2 April 2028 is reported as the register lists it, with the caveat that a continuation would change the entry. The product does not claim that any page will be cited by a search engine or an AI assistant.
